Anne Swinney, BSBA
Chief Operations Officer
Anne Swinney joined FirstSteps in 2022, excited to bring her 25+ years of business, finance and executive leadership skills to our team. As Chief Operating Officer, Ms. Swinney is committed to business and talent development centered on supporting our mission to serve our communities’ children diagnosed with autism through the provision of highest quality, comprehensive care.
Ms. Swinney has conducted a successful career as an energetic, disciplined visionary. She holds a Bachelor of Science in Business Administration with a concentration in Accounting from Boston University and is a Certified Public Accountant. The valuable lessons learned in her early accounting days were the foundation to her continued commitment in building innovative, efficient systems and processes supported by high performing teams that result in impeccable service delivery. She has been a significant contributor to the innovative growth and success of many organizations, from healthcare organizations to internet start-up companies to multi-billion dollar investment companies. Ms. Swinney found her passion when she was introduced to the autism community while working with a non-profit organization in the San Francisco Bay Area. Incredibly saddened by the lack of access to high quality treatment for those individuals diagnosed with autism, Ms. Swinney committed to be a change leader. She negotiated the first statewide contract with California’s largest health plan, broadly introducing ABA treatment to its members and later founded a multi-state behavioral health company that provided much needed treatment in homes, communities, and schools.
Anne resides in Oakland with her husband and two children. She is very active in volunteering for local causes in her community and enjoys the mountain air. When not at our FirstSteps clinics, she can be found exploring the many hiking trails or skiing in some fresh powder depending on the season.
